On that logic the supplier with the longest list wins. It does not hold up well. Nearly every system on the market handles an ordinary visit the same way. A car arrives, it is read, it pays, it leaves. That is not where suppliers actually differ. What separates them is the visit that is not ordinary. A plate the camera cannot read cleanly. A visitor the standard route does not suit. A driver who also needs a charge. Someone asking what the site holds about them. What a smart parking system actually is
A smart parking system is the combination of technology that reads a vehicle entering and leaving a site, takes payment, checks who is permitted or exempt, enforces the site rules and reports on what happened, all without a member of staff handling every visit by hand.
At the centre of it is recognition. ANPR cameras read a plate on the way in and again on the way out, and the system works out how long the vehicle stayed and what it owes.
Guidance, payment, permits and enforcement sit around that core. A driver might be pointed toward a free space, pay through an app or at a machine, or be waved through on a permit. A vehicle outside the site rules is flagged for a follow up rather than dealt with on the spot.

Why 2 systems look identical on the ordinary visit
On an ordinary visit most smart parking systems perform almost identically. A car arrives, the camera reads the plate, the driver pays, the gate opens and they leave. That is the visit every supplier demonstrates first, and it is also the visit that says the least about which system fits a particular site.
Think about what a supplier shows in a first meeting. It is almost always this same visit, because it is the one every system is built to handle well. Why would anyone lead with anything else?
The demonstration works because the ordinary visit is simple by design. 1 plate, 1 entry, 1 exit, 1 payment. There is little room for a system to struggle with that, and little room for it to stand out either.
Differences appear the moment the visit stops being simple. A plate that will not read cleanly. A driver who cannot use the app. A car that needs to charge as well as park. Those moments are rarer, and they are the ones an operator ends up managing personally.
The 5 situations that decide which system fits
5 situations recur at almost any car park: a plate the camera misreads, a visitor the standard payment route does not suit, a driver who needs to charge as well as park, a person asking what the site holds about them, and a site whose layout or use changes. How a system handles each one is the real test.
These are not edge cases invented to catch a supplier out. They are ordinary parts of running a site across a full year, and most operators meet all 5 of them sooner or later.
None of these questions appears on a specification sheet, and none of them takes long to ask. The answers are what separate 1 smart parking system from another, because they show what a supplier has built for the visit that is not routine.

The rules already sitting under those situations
A car park in the UK sits inside rules that shape how a smart parking system should behave: data protection guidance on plate recognition, the deadline for answering a data request, the duty to serve the public fairly, and, on new or renovated sites in England, building rules on charge points.
Take the plate itself. The ICO's own guidance on plate recognition is direct. In most circumstances a vehicle registration mark is personal data, and an operator using ANPR should carry out a data protection impact assessment before deployment rather than after. The same guidance says plate data should be kept only for the minimum period necessary, then deleted.
Parka supports operators through that step, because the detail such an assessment asks for, what is captured, why, and how long it is kept, is detail the supplier already holds.
A visitor can also ask what a site holds about them. The ICO's subject access guidance sets 1 month as the deadline to answer, extendable by up to 2 further months only where a request is complex, so the practical question for a buyer is how fast the system finds every record tied to 1 plate. That is a job for reporting and data, not for a folder of exports.
A car park open to the public is a service under the Equality Act 2010, which covers England, Wales and Scotland, and the Act expects a service provider to make reasonable adjustments where the usual way of doing things puts a disabled person at a substantial disadvantage. A card payment at a machine, or an assisted route through the platform, answers that in practice.
Ofcom's report on adults' media use, published on 2 April 2026, puts 6% of all adults with no internet access at home. That measures home broadband rather than who can pay at a barrier, and it is still a fair reminder that a site's visitors are not uniformly online.
Where a site is newly built or substantially renovated, Approved Document S, in force since 15 June 2022, already puts charging into the specification. A new non residential building in England with more than 10 parking spaces needs 1 space with access to a charge point, plus cable routes into a minimum of 1 fifth of the remaining spaces, and a major renovation faces the same rule unless installation costs exceed 7% of the renovation cost. On those sites EV charging is part of the brief from the start.
What it costs, and who actually pays for it
There is no single price for a smart parking system. The cost follows the site, the number of entries and exits, and how much of the hardware and software the operator takes on directly, so any figure quoted in the market is a starting point for a conversation rather than a fixed cost.

That flexibility matters because taking the whole build on yourself is a serious undertaking. Cameras, barriers, kiosks, signs and the software behind them add up quickly. A modest site can land near £10,000, and a large scheme climbs comfortably beyond £100,000, with the monthly software still to come. Very little of that spread comes down to the cameras.

Ask each shortlisted supplier to walk through 1 awkward situation on your own site, using your own bays and layout, instead of a general demonstration. Watch what a person has to do when the system cannot settle it automatically, and ask who is on call when something needs fixing out of hours.
Pick 1 situation from the table above and ask each supplier to run it start to finish. A misread plate at a site full of vans. A blue badge visitor arriving where signage is limited. A charging bay at a site adding chargers this year.
Watch the person demonstrating it, not just the camera. When the system hands the moment back to a human, count the steps that person takes inside the operator platform. That gap is what an operator ends up managing every week for years.
Then ask the question no specification sheet answers. Who fixes it at 7pm on a Saturday, and how quickly? That answer, and the contract terms sitting behind it, deserve as much attention as the equipment list.
A site that handles its awkward visits well is a site people come back to. It also means more of what the car park takes can go back into the ground it came from: resurfacing, better lighting, more charge points, less paper at the gate.

Does a smart parking system work on a small site?
Yes. The core of it, plate recognition, payment and reporting, scales down to a handful of bays as readily as it scales up to a large scheme. A small site is less likely to need every part, such as signage across several zones, but the underlying system works the same way whatever the size.
