How does ANPR work for council car parks?

Can residents' permits be digital?
Yes — permits are tied to the vehicle's plate rather than a paper disc. Residents apply and renew online, enforcement is automatic, and there is nothing physical to issue, lose, or lend to someone else.
Does cashless parking exclude drivers without smartphones?
No. Pay-by-plate works at an on-site kiosk with card or contactless as well as by phone, and existing pay-by-phone services can run alongside. Every driver has a way to pay.
What happens to our existing pay-and-display machines?
They can be retired gradually. Many authorities run ANPR alongside remaining machines during transition, then remove them as cashless adoption grows — cutting cash collection and maintenance costs.
